Contract duration:     One year possibility of extension until the end of the Phase III of the project, 30 June 2027. (3 months probation period applies)

Place of work:            Tirana based, with frequent travel in Albania.

This position is subject to project contract signature by the donor for phase III of the S4J project.

Job Role:

Leads and coordinates overall Monitoring and Results Measurement (MRM) efforts of the S4J project. Responsible for the design, implementation, and periodic review of the MRM framework.

Detyrat

• Leads the process of designing and implementing the MRM plans and instruments, in compliance with DCED standards and Swisscontact general guidelines on MRM.
• Coordinates and oversees data collection from various sources, such as surveys, interviews, and administrative data, and analyses it to assess project performance.
• Ensures that data is accurate, complete, and of high quality, and that monitoring and evaluation methods are rigorous and objective.
• Collaborates with project staff to develop project level result chains and updates them regularly.
• Collaborates with project staff to support the design of interventions and ensures interventions/plans are updated periodically.
• Coordinates the drafting process of the Yearly Plan of Operations (YPO) for the project.
• Leads the design and implementation of project assessments, surveys, and evaluations to measure project impact and effectiveness.
• Prepares and presents project reports, briefs, and presentations for internal and external stakeholders.
• Works closely with Component manager, project staff, stakeholders, and partners to ensure that MRM activities are well-coordinated and contribute to project success.
• Informs periodically the Portfolio Manager, Deputy Project Manager, Project Manager, on the progress of the project based on the collected evidence.
• Promotes learning by drafting guidelines, tools, instruments, and by documenting lessons learnt and best practices in collaboration with the Portfolio Manager.
• Provides capacity building of the technical team on MRM processes, tools, and methodologies.
• Contributes to Swisscontact’s MRM Community of Practice.

Kualifikimet

• Master’s degree in a relevant field such as monitoring and evaluation, statistics, social sciences, or international development.
• At least 5 years of experience in monitoring and evaluation in the international development context.
• Demonstrated experience in designing and implementing monitoring and evaluation plans, including data collection and analysis, and producing reports.
• Strong knowledge of monitoring and evaluation frameworks, methodologies, and tools.
• Experience working with donors and partners, including ensuring compliance with monitoring and evaluation requirements.
• Very good English and excellent Albanian.
• Excellent communication and interpersonal skills, including the ability to work effectively in a fast-paced environment.
• Experience working with Vocational Skills Development (VSD) projects is considered an asset.
